This Departmental Manual Release (411 DM 1) updates the policy, responsibilities, and standards for managing museum property.  The policies in 411 DM 1, 2, and 3 are updated and consolidated into a single chapter (411 DM 1).  The updated policy chapter (411 DM 1) is supplemented by the Department of the Interior (DOI), Museum Property Directives that contain museum management requirements and procedures.  

The updated chapter includes the following:

-- Adds sections on Purpose, Scope, and Policy that focus on how museum property is managed.

-- Updates the authorities and definitions and incorporates them in the chapter; (they were previously included as Appendices to the chapter).

-- Clarifies roles and responsibilities including the unique nature of the role of the Assistant Secretary - Indian Affairs; the responsibility of the Director of the Office of Acquisition and Property Management as the system owner of the Interior Collections Management System; updates responsibilities for bureau/office heads; and adds a section on responsibilities for bureau/office National/Chief Curators.

-- Requires mandatory use of the Interior Collections Management System.

-- Changes the planning focus from completing planning documents to completing property management documents and adds new requirements for pest management, security, and housekeeping plans.

Requires two new reports:  Agency Financial Report and Annual Performance Report.

-- Removes the requirement for the Museum Property Management Survey and adds requirements for accountability and reporting.

-- Updates and summarizes the policy for standards for preserving, protecting, storing, and documenting museum property; and moves the detailed description of the standards to the Museum Property Directives.
