This Departmental Manual (DM) Release provides new chapters for the General Program Authority
(219 DM 1) and General Administrative Delegation (219 DM 2) for the Bureau of Safety and
Environmental Enforcement (BSEE). The delegations described in the chapters are authorized by
Secretary's Order No. 3299 - Establishment of the Bureau of Ocean Energy Management, the Bureau
of Safety and Environmental Enforcement, and the Office of Natural Resources Revenue, dated
May 19, 2010, and its Amendments. The Secretary's Order authorized the transfer of responsibility
for providing independent, safety, and environmental oversight and enforcement of offshore activities
from the Minerals Management Service (MMS) to BSEE.
