Memo (2025): Interior Merit Hiring Plan Implementation and Policy Updates

On May 29, the U.S. Office of Personnel Management (OPM) issued a memorandum entitled “Merit Hiring Plan” as part of its administration of Executive Order (EO) 14170. The guidance directs agencies to immediately take several actions to ensure recruitment and hiring processes are based on merit, practical skill, and dedication to the Constitution. The guidance below serves as an update to existing Departmental policy and procedures in accordance with the OPM memo, EO 14170, and the Chance to Compete Act of 2024 (PL 118-188).
