Patenting inventions and licensing intellectual property is an integral part of technology transfer. It advances the nation's economic, social and environmental well-being, and its economic competitiveness.
 
In order to encourage innovation and promote commercialization of technologies that may be developed using federal resources, the Department encourages the patenting and licensing of the government's intellectual property.
Under the law, federal employees who are inventors are entitled to a share of revenues that the government may obtain from licenses and royalties (not to exceed $150,000 per year per inventor).
 
Technologies or intellectual property owned by federal agencies or jointly developed through collaborative research and development can be licensed by non-governmental parties. This helps to mature federal innovations for deployment, so that they can be manufactured and broadly available to benefit the public.
