Call for Proposals to Change Federal Subsistence Hunting and Trapping Regulations

The Federal Subsistence Board (Board) is accepting proposals through April 12, 2023, to change Federal regulations for wildlife harvest regulations for the 2024-25 and 2025-26 regulatory years.

On February 27, 2023, the U.S. Departments of Agriculture and Interior (Departments) published a proposed rule in the Federal Register (88 FR 12285).  The purpose of this proposed rule is to establish regulations for hunting and trapping seasons, harvest limits, and methods and means related to taking of wildlife for subsistence uses on Federal public lands. 

You may submit comments/proposals to change Federal subsistence hunting and trapping regulations by one of the following methods: 

  • Electronically:  Go to the Federal eRulemaking Portal: https://www.regulations.gov .  In the Search box, enter Docket number FWS-R7-SM-2022-0105.  Then, click on the Search button.  On the resulting page, in the Search panel on the left side of the screen, under the Document Type heading, check the Proposed Rule box to locate this document.  You may submit a comment/proposal by clicking on “Comment.”
  • By mail:  Submit by U.S. mail or hand delivery:  Public Comments Processing, Attn:  FWS-R7-SM-2022-0105; U.S. Fish and Wildlife Service; 5275 Leesburg Pike, MS: PRB (JAO/3W); Falls Church VA 22041–3803.  All mail in proposals need to be postmarked by April 12, 2023.
  • By hard copy:  If in-person Federal Subsistence Regional Advisory Council (Council) meetings are held, you may also deliver a hard copy to the Designated Federal Official (DFO) attending any of the Council meetings.  Information on the dates and locations of the meetings are announced with several news releases, public service announcements, on our webpage, and on our social media (see bottom of page for web addresses).

The Federal Subsistence Regional Advisory Councils may submit proposals to their Council Coordinator.
