Proposed Buy America Waiver Requests, Available for Public Comment

The Department of the Interior has reviewed the following Buy America waiver requests and determined that they appear to meet the legal and policy requirements of Buy America, either in full or in part, as indicated.  They are currently open for a 15 day public comment period. Comments can be sent to DOI_Grants_BuyAmerica_Waiver@ios.doi.gov. Please reference the associated project title in the subject line of the email. Comments received prior to the public comment closing date will be reviewed and considered by DOI.

The following Buy America waiver requests have been received by the Department of the Interior, and are currently available for public comment.

General Applicability Non-Availability Waiver Build America, Buy America Product Waiver: AMI Water Meters		 This is a proposed joint agency general applicability/non-availability waiver of the Build America, Buy America Act for Advanced Metering Infrastructure (AMI) water meters used in infrastructure projects funded through DOI-USBR and the EPA. This waiver requires certain components of the water meters to be manufactured in the United States according to the phased implementation schedule described in the waiver that is in effect for three (3) years. At the conclusion of the waiver period, USBR and the EPA expect AMI water meters to be manufactured in the United States and their total cost of components to be 55% or greater domestically manufactured or produced. Bureau of Reclamation ENMRWS Plunger Valve Non-availability Waiver This waiver provides approval to waive the Buy America Preference for plunger valves used in the Eastern New Mexico Rural Water System due to the non-availability of an alternate domestic product.
