Fiscal Year 2025 - Forecast of Contract Opportunities

Public Law 100-656, the Business Opportunity Development Reform Act of 1988, amended the Small Business Act to place new emphasis on acquisition planning. The law requires agencies to compile and make available projections of contracting opportunities  small and small disadvantaged firms may be able to perform.

In response to this requirement, the Department of Interior Forecast of Contract Opportunities includes projections of anticipated contracts above the simplified acquisition threshold that small businesses, small disadvantaged businesses, women-owned small businesses, HUBZone small businesses, and service-disabled veteran-owned small businesses may be able to perform under direct contracts with the Government, or through subcontracting opportunities. This Department-wide forecast of contract opportunities expands upon individual efforts already implemented at the Department of the Interior aimed at enhancing competition in contracting. 

The Department of the Interior is responsible for management and conservation of federally-owned land and natural resources and the administration of programs relating to Native Americans, Alaska Natives and Native Hawaiians, as well as territorial affairs. In FY2023 the Department awarded 60% of its eligible prime contract dollars to small businesses, and the Department is committed to increasing prime contract awards and subcontract awards to the small business community. We hope that this forecast will assist you in doing business with the Department of the Interior, by helping firms identify procurement opportunities as early in the acquisition process as possible.

The Forecast of Contract Opportunities is updated annually, at the beginning of the fiscal year (October). DOI uses the GSA Acquisition Gateway to post the forecast which can be accessed here and through the link below.
