OHA's Final Rule - Practice Before the Office of Hearings and Appeals

OHA's Final Rule adopts the Interim Final Rule published on January 10, 2025, with a few changes made to respond to public comments, clarify procedures, and correct typographical errors. The Final Rule is effective as of the date of publication, May 21, 2026.     

OHA’s New eFiling system, Bison File & Serve (BFS)

BFS is an electronic filing (eFiling) system that allows users to conveniently submit documents online, streamlining the adjudicatory process and saving you valuable time and money - there is no fee to use BFS.

  • The Departmental Cases Hearings Division, Office of the Director, Interior Board of Indian Appeals, Interior Board of Land Appeals, and the White Earth Land Settlement Act Hearings Division are now accepting new cases via BFS. Electronic filing in currently pending cases is only available at the Interior Board of Land Appeals.
  • All BFS users must register before using the system.
