David Gunter

Administrative Judge

David Gunter was appointed to the Board in 2024. Prior to his appointment, Judge Gunter led a team at the nonpartisan Congressional Research Service that advised Congress on natural resources law, administrative law, environmental law, and the Supreme Court. He served for fifteen years in the Environment and Natural Resources Division of the U.S. Department of Justice, where he briefed and argued cases in the federal courts of appeals. Earlier in his career, Judge Gunter was a litigation associate at Ropes & Gray LLP and a law clerk on the U.S. Court of Appeals for the D.C. Circuit. He is also an adjunct lecturer on natural resources law at Georgetown University, and he is a graduate of Harvard Law School and Princeton University.
