David Gunter

Administrative Judge

David Gunter was appointed to the Board in 2024. Prior to his appointment, Judge Gunter led a team at the nonpartisan Congressional Research Service that advised Congress on environmental law, natural resources law, and administrative law. He served for fifteen years in the Environment and Natural Resources Division of the U.S. Department of Justice, where he briefed and argued a broad spectrum of cases in the federal courts of appeals. Earlier in his career, Judge Gunter was a litigation associate at Ropes & Gray LLP and a law clerk for Judge Merrick B. Garland on the U.S. Court of Appeals for the D.C. Circuit. He is also an adjunct lecturer on environmental law at Georgetown University, and he is a graduate of Harvard Law School and Princeton University.
