Federal Infrastructure Projects

On December 4, 2015, the Fixing America’s Surface Transportation (FAST) Act (Pub. L. No. 114-94) was signed into law to provide long-term funding certainty for surface transportation infrastructure planning and investment.   
Title 41, Federal Permitting Improvement, of the FAST Act or "FAST-41" established coordination, reporting, and oversight procedures for certain infrastructure projects requiring Federal environmental reviews or authorizations.  
 
DOI bureaus are either responsible to lead these projects as a designated lead agency or have project authorizations as a cooperating or participating agency (e.g. rights-of-way authorizations or special use permits). 

FAST-41 is intended to:  

•    Improve early consultation, coordination, and synchronization among government agencies 
•    Increase transparency through publication of project-specific timetables for all Federal environmental reviews and authorizations 
•    Increase accountability through consultation and reporting on delayed actions  
 
FAST-41 does not create a presumption that a covered project will be approved, prioritized, or expedited.
