Public Comments and Participation During the FSB Meeting

The Federal Subsistence Board will provide opportunity for public comments and testimony each day of their regulatory meeting as noted in the agenda. The Board prefers accepting public comments in person or by phone. Comments on agenda items can also be submitted by fax or email during the meeting. These comments will be forwarded to the Board but not read into the record or summarized for the Board. The Board will not review comments submitted by the public in advance of the meeting unless part of the original analysis.

Subsistence Resource Committees, Tribal/Native Organizations, State Advisory Committees, and multi-agency working groups may submit their comments in advance of the Board meeting per committee bylaws and based on regularly scheduled meetings. These comments will be printed out and shared with the Board as part of their supplemental materials.

During the meeting, the procedures for Board deliberation on proposals and closure reviews include:

  • Presentation of the analysis;
  • Summary of written public comments;
  • Summary of Tribal/ANCSA corporation consultations;
  • Tribal/Native Organization testimony;
  • Advisory Group testimony (State ACs, SRCs, working groups, etc.);
  • Open floor to public testimony (in person or by phone);
  • Regional Advisory Council recommendations;
  • Alaska Department of Fish and Game comments;
  • Interagency Staff Committee comments;
  • Board discussion with Council Chairs and State Liaison;
  • Board only motion, discussion, and action. 

To participate via teleconference, you can press *6 to mute and unmute your phone. When the public is invited to provide testimony, you can press *5 to raise your hand. If joining by Teams, you can use the "raise your hand" function.
