Clarification of Select Coastal Alaskan Waters Excluded from Federal Subsistence Program Jurisdiction

A December 2005 final rule was published in the Federal Register to clarify jurisdiction over select marine waters associated with certain National Wildlife Refuges in Western Alaska.  While these saltwater bays were initially included under Federal Subsistence Management Program jurisdiction in a 1999 rule, they were later determined to have never been intended to fall under that jurisdiction.  Maps of each of these excluded areas are provided below. 

Within the Alaska Peninsula or Izembek National Wildlife Refuge boundaries:

  • Wide Bay 
    also Agripina Bay
  • Kujulik Bay
  • Chignik Lagoon, including Mallard Duck Bay and Schooner Bay;
    also Mud Bay, Anchorage Bay, Lake Bay, Castle Bay, Warner Bay, including Ross Cove; Devils Bay, Kuiukta Bay, including Portage Bay; Windy Bay, Foot Bay, Fishhook Bay, and Herring Lagoon, and Mitrofania Bay, including Fishrack Bay
  • Ivanof Bay  
    also Boulder Bay, Fox Bay, and American Bay
  • Pavlof Bay, including Canoe Bay, Jackson Lagoon, and Chinaman Lagoon;
    also Albatross Anchorage
  • Cold Bay, including Lenard Harbor, Nurse Lagoon, and Kinzarof Lagoon;
    also Long John Lagoon, Dushkin Lagoon, and Bear Bay
  • Morzhovoi Bay, including Littlejohn Lagoon;
    also Traders Cove, and Bechevin Bay, including Hotsprings Bay;
  • Port Moller, including Mud Bay, Right Head, and Left Head;
    also Herendeen Bay, including Mine Harbor;
