Budget, Finance, Grants & Acquisition

The Deputy Assistant Secretary for Budget, Finance, Grants and Acquisition oversees six offices, described below, with broad responsibility for developing and defending the Department of the Interior’s annual budget, compiling the annual Agency Financial Report, administering the annual financial audit, developing and implementing the DOI Strategic Plan, providing oversight of nearly $3 billion in annual acquisitions Department-wide, guiding small business contracting efforts, and managing the Department’s enterprise Financial and Business Management System.   

The Office of Budget (POB) directs and manages formulation, presentation, justification, and execution funds control for the Department of the Interior budget.  Led by the Director, who serves as the Department’s Budget Officer, POB manages the process of assessing resource needs - taking into consideration Administration and Secretarial priorities, program performance goals and accomplishments, policy guidance, legislative direction and requirements, and overall spending targets and limitations for mandatory and discretionary portions of the Federal budget.  POB works closely with the Department’s senior leadership to incorporate Departmental priorities into the annual budget and provides support to the Secretary in preparation for the annual Appropriations hearings on the budget.  POB serves as the Department’s liaison to Congressional Appropriations Committees, the Office of Management and Budget, other Federal agencies, and the Department’s budget community on budget and appropriations issues.  POB manages the Payments in Lieu of Taxes program, which provides payments to State and local governments for lands administered by Interior and other Federal agencies including the U. S. Forest Service.  POB also provides the full suite of operational budget services for the Office of the Secretary, the Interior Business Center which is the Department’s shared service provider, the Department’s Working Capital Fund, and the Interior Franchise Fund.  Each year, POB publishes the Interior Budget in Brief, and 19 bureau and office congressional budget justification books to assist the Congressional Appropriations Committees and the public in understanding the details of the President’s budget request for the Department’s programs. 

The Office of Grants Management (PGM) is responsible for providing executive leadership, oversight, and policy for the financial assistance across the Department of the Interior.  The responsibilities of this office include (1) drafting and implementing Department-wide financial assistance regulations, policies, and guidance; (2) ensuring the Department has adequate data and information technology resources for the administration and oversight of the financial assistance function; (3) ensuring adequate internal controls for financial assistance; and (4) providing Department-wide financial assistance workforce planning and strategy.   The DOI administers approximately 300 financial assistance programs. This financial support helps to improve the natural environment, build infrastructure, and provide public and social services. Grant and payment programs administered by DOI provide $7.1 billion in value added, economic contributions of $11.3 billion, and supported the employment of approximately 94,000 jobs.  There is a wide variety of authorizing legislation, both national and international, in support of resource protection and use, recreation, and service to communities.

The Office of Acquisition and Property Management (PAM) coordinates Department-wide implementation of Federal policy and regulations for procurement , and provides executive leadership to the Department’s acquisition workforces.  PAM oversees the Department’s Integrated Charge Card Program, which is the Federal Government’s only integrated program.  The Office also oversees the Department’s procurement Suspension and Debarment Program, which protects the integrity of Interior’s programs and those throughout the Federal Government.  PAM directs implementation of regulations on governance and accountability for real property and personal property, including fleet and museum property management.  PAM guides activities in other essential areas including space and housing management, energy efficiency, water conservation, renewable energy programs, transportation, and capital planning for real and personal property assets.  The Office also directs motor vehicle fleet management, including promoting the use of alternatively fueled vehicles.  Other activities include promoting the use of electronic commerce and automated systems for all business functions under its purview.

The Office of Financial Management (PFM) serves as the focal point for DOI’s financial matters by providing direction, planning, and oversight for financial policy and procedures, financial and other reporting, the management control program, Departmental Office transaction processing, and audit follow-up.  PFM is committed to strengthening financial management and providing value within the Department through a coordinated program involving the modernization and integration of financial systems, the improvement of financial reporting and accountability, the enhancement of efficient and effective management controls, and the preparation of financial statements for audit and information sharing.

The Office of Small and Disadvantaged Business Utilization (OSDBU) serves as the Department of the Interior’s advocate for small business.  The OSDBU is dedicated to maximizing the Department’s procurement and contracting opportunities through implementing policies, procedures, outreach and training programs for small and disadvantaged business communities, including Indian economic enterprises, small disadvantaged, women-owned, veteran-owned, service disabled veteran-owned, small businesses located in historically underutilized business zone (HUBZone) areas, and the Ability One Program.  The OSDBU advises the Secretary of the Interior on all matters related to small business and collaborates with leadership throughout the Department to maximize opportunities for small businesses in acquisitions.  Small businesses play a significant role in advancing the Department's goals and support Interior's contributions to the Nation's economy.

The Business Integration Office (BIO) is responsible for the management, continued development, operations and maintenance of the Financial and Business Management System (FBMS) and the support of the business community across DOI that utilizes the system.  FBMS serves as the administrative backbone of the Department by supporting the system requirements of all of Interior’s bureaus for core accounting, budget execution, acquisition, financial assistance, real and personal property management, fleet management, travel integration, enterprise information management, and reporting.  The implementation of FBMS across Interior has allowed the Department to realize the benefits of a fully integrated, secure, modernized, business management system and to also strengthen the integration and communication across the business management policy communities.  The BIO performs all business and system analysis, system security and information assurance and project management required to continue to develop, maintain and optimize the FBMS, including system changes needed to meet critical administrative and legislative directives such as the DATA Act.
