Financial Policy and Compliance Division

The Financial Policy and Compliance Division provides strategic leadership and oversight of the Department's financial governance framework, ensuring compliance with federal laws, regulations, and authoritative guidance. The Division is responsible for establishing, interpreting, and enforcing financial management policies that promote consistency, transparency, accountability and sound stewardship of public resources across the Department.  The Division serves as the authoritative body of financial policy development and regulatory compliance, aligning Departmental operations with key statutes, executive orders and guidance including the Chief Financial Officers (CFO) Act of 1990, Office of Management and Budget (OMB) Circulars (A-123, A-136), Treasury Financial Manual (TFM), Federal Travel Regulations (FTR), and other applicable federal standards. 


Structure and Responsibilities

The Financial Policy and Compliance Division is comprised of three branches:

Financial Management Policy

  • Responsible for the development, issuance, and maintenance of Department-wide financial management policies, procedures, and technical guidance.
  • Leads implementation of new federal requirements, coordinates policy updates in response to changes, and ensures that Departmental guidance remains current, comprehensive, and enforceable.

Travel Policy

  • Establishes and oversees the Department’s travel policy framework in accordance with the FTR and other applicable federal requirements.
  • Ensures the implementation of strong internal controls over travel related expenditure, promotes cost effective travel practices, and provides oversight to mitigate improper payments and misuse of travel funds.
  • Provides training, guidance, and technical assistance to travelers to ensure consistent application of travel policies.

Charge Card Oversight

  • Provides enterprise-wide governance and oversight of the Department’s charge card programs, including purchase, travel, and fleet cards in alignment with General Services Administration SmartPay program guidance and OMB Circular A-123 Appendix B requirements.
  • Provides training and guidance to cardholders and approving officials, supports improper payment prevention efforts, and strengthens internal control frameworks across all charge card programs.
