Financial Reporting and Accounting Systems Division

The Financial Reporting and Accounting Systems Division has departmental oversight and responsibility ensuring the integrity, accuracy, and completeness of the Department’s financial data and reporting. This function serves as the foundation for financial transparency and accountability, supporting Agency Financial Report (AFR) development, auditing activities, and enterprise decision making. As the authoritative source for financial information, this Division supports the preparation of financial statements, ensuring compliance with federal reporting requirements, and maintaining alignment with Office of Management and Budget (OMB), Treasury Financial Manual (TFM), Federal Financial Management Improvement Act of 1996 (FFMIA), Federal Information System Controls Audit Manual (FISCAM), Federal Accounting Standards and Advisory Board (FASAB) and other regulatory agencies. This Division plays a critical role in establishing the Department’s financial position by overseeing accounting activities, managing financial systems, and ensuring that all reported data is reconciled, validated and audit ready.


Structure and Responsibilities

The Financial Reporting and Accounting Systems Division is comprised of three branches:

Financial and Accounting Systems 

  • Responsible for the management, integration, and oversight of the Department’s core financial systems and interfaces with external government-wide platforms.
  • Oversees integration with external systems, including E-Gov Travel Service (ETS2, ETSNEXT), Governmentwide Treasury Account Symbol Adjusted Trial Balance (GTAS), Central Accounting Reporting System (CARS), Do Not Pay (DNP), and Pay.gov, etc.
  • Supports system configurations, data flows, and reporting structures.
  • Manages internal and external financial system access for DOI new users and recertification processes.

General Accounting 

  • Responsible for providing accounting guidance, maintaining the Department’s official accounting records, and ensuring that all financial transactions are accurately recorded and reconciled.
  • Completes monthly GTAS submissions.

Financial Reporting 

  • Responsible for the preparation and delivery of the Department’s financial statements and related reports in accordance with federal requirements.
  • Authority on financial reporting by interpreting and applying governance as defined by OMB A-136 Financial Reporting Requirements and Statements of Federal Financial Accounting Standards (SFFAS).
