IDIQs and Contract Vehicles

Agencies throughout the federal government create multiple award vehicles to give added efficiency and timeliness to the procurement process. Some of those contract awards are available for all federal contracting officers to utilize for their customers, and other vehicles are available to only agency specific Contracting Offices. Those listed here are available to IBC. In addition, Blanket Purchase Agreements that are held at other agencies, can be utilized if IBC is given the permission by the signing contracting officer.

NASA Solutions for Enterprise-Wide Procurement Governmentwide Acquisition Contract (GWAC)

NASA SEWP is a multi-award GWAC vehicle focused on commercial IT products and product based services. The statutory authority allowing usage of the SEWP contracts by the entire Federal Government is NASA's designation as an Executive Agent by OMB based on the Information Technology Management Reform Act of 1996, now the Clinger Cohen Act. SEWP V is active and extended through April 30, 2026, while NASA is preparing for the launch of SEWP VI, which will continue to expand offerings and streamline acquisition for emerging technologies and cybersecurity solutions.

GSA 8(a) STARS III Governmentwide Acquisition Contract

8(a) STARS III includes emerging technologies, cybersecurity, and supports task orders up to $100 million. STARS III also continue the focus on SBA-certified 8(a) firms and offers a streamlined acquisition process for federal agencies.

GSA Alliant 2 and Alliant 2 Small Business Governmentwide Acquisition Contracts

Alliant 2 (Unrestricted) and Alliant 2 Small Business (A2SB) are multiple-award, IDIQ GWACs offering end-to-end customizable IT solutions including hardware, software, and services—worldwide.

GSA Veterans Technology Services 2 (VETS 2) GWAC

VETS 2 is established as an SBA-certified service-disabled veteran-owned small business (SDVOSB) set-aside GWAC for IT services. Features include comprehensive IT services (data management, cybersecurity, software development, etc.).

GSA Schedules (Multiple Award Schedule)

GSA Schedules (also called MAS) are long-term, government-wide IDIQ contracts enabling federal, state, local, and tribal buyers to obtain commercial products/services at negotiated volume discount pricing. Structured by Special Item Numbers (SINs) that group similar offerings under 12 large categories (e.g., IT, facilities, professional services), facilitating streamlined procurement processes.

NIH Chief Information Officer - Solution and Partners 3 (CIO-SP3) GWACs

Managed by NITAAC, the CIO-SP3 (and CIO-SP3 Small Business) are 10-year IDIQ GWACs (extended through April 29, 2026) with task order performance into FY 2031. They cover 137 IT labor categories across 10 task areas—from biomedical research IT to ERP and critical infrastructure protection.

GSA USA Contact Vehicle

USA Contact (formerly USA Services) is a GWAC supporting citizen-facing government services: contact center solutions, tools, and applications to help federal agencies improve public information and inquiry response.

U.S. Army CECOM Rapid Response (R2/R23-G) Program

The R2 contract, awarded by CECOM, is a multiple-award IDIQ program providing engineering, IT, and logistics services via eight separate IDIQ contracts. Task orders are designed for rapid award typically within 45 days.

Defense Information Systems Agency (DISA) ENCORE II GWAC (HC1028-08-D-2009, through ~2027)

ENCORE II is a multiple-award IDIQ GWAC run by DISA covers 20 task areas supporting IT migration, integration, and GIG support across the DoD and other federal agencies, using FFP, T&M, and cost-type task orders.

Government Emergency Telecommunications Service (GETS)

GETS is a White House–directed emergency telephone service managed by CISA (formerly NCS). It provides priority access and processing over landline networks during congestion by using a PIN and universal access number. Usage is free for subscribers and covers wireline, cellular, satellite, and fax communications.

Wireless Priority Service (WPS)

WPS, managed by CISA under FCC authority, offers priority access on participating cellular networks during emergencies. Authorized users dial “*272” to queue for priority service. It supports five priority levels, is interoperable across carriers, and is used alongside GETS for maximum effectiveness.

Treasury Total Information Processing Support Services-3 (TIPSS-3)

TIPSS-3, under IRS solicitation TIRNO-04-R-00017, is an IDIQ contract providing IT processing support services. Task orders may be cost-reimbursement plus fixed fee, firm-fixed-price, or time-and-materials, and awards include both full-and-open and small business set-aside options.
