IBC is an OPM-certified payroll provider and a federal shared service center for human resources. 

For more than 35 years, IBC has delivered payroll and HR services to federal agencies through a comprehensive suite of personnel systems and services. We provide system development and support, including design, modification, implementation, documentation, and future enhancements.

Our Services

Human Resources Operations

IBC provides end-to-end services such as organization and position management, staff acquisition, benefits management, employee relations, labor management, personnel action processing, and maintenance of the Electronic Official Personnel Folder (eOPF).

Payroll Operations

IBC provides payroll support, including payroll accounting, debt management, benefits administration, and personalized customer service tailored to each client.

Drug and Alcohol Testing Services*

A drug and alcohol testing service that complies with Executive Order 12564 (regulated by the Department of Health and Human Services) and the Omnibus Transportation Employee Testing Act of 1991 (regulated by the Department of Transportation).

Personnel Security and Credentialing Services*

Comprehensive personnel security and credentialing support, including pre-employment processing, PIV credentialing, suitability and fitness adjudications, security adjudications, reinvestigations, security clearance processing, and special projects.

*As of May 4, 2025, the IBC’s Security and Drug & Alcohol Testing Division was realigned from the IBC to the Department’s Office of Law Enforcement and Security (OLES).

The Human Resources Management Suite offers comprehensive, integrated HR products and services.

Quicktime Time and Attendance

A web-based Time and Attendance (T&A) input system that can be customized to meet agency-specific requirements. Quicktime can be configured for either employee self-service T&A data entry or traditional timekeeper data entry.

FedTalent

An integrated system that combines learning and performance management to foster workforce development and provide tracking of employee performance.
