Position Classification Management

  • Advise on organizational structure and position establishment.
  • Classify positions in accordance with OPM regulations.
  • Administer classification appeals and ensure compliance.

Talent Acquisition

  • Recruitment: Strategic outreach to attract a diverse, highly qualified talent pool.
  • Assessment: Identify and develop effective applicant assessment tools and criteria using USA Staffing.
  • Staffing: Deliver end-to-end hiring support—application review, interview coordination, job offers, and seamless onboarding through Workforce Transformation and Tracking System (WTTS) and Entrance on Duty (EOD) systems.
  • Delegated Examining Unit: Establish and maintain a DEU, delegate hiring authority to IBC, and ensure full compliance with OPM audit requirements.

Federal Benefits Management

  • Benefits Counseling & Processing: Provide guidance on benefit options and eligibility; process elections for new hires; assist with Employee Express for self-service changes; report on program participation.
  • Retirement Counseling: Advise on retirement benefits and preparation steps; calculate annuity estimates; prepare retirement packages for OPM submission.
  • Workers’ Compensation: Deliver comprehensive services including adjudication, case management, and counseling.

Employee & Labor Relations

  • Performance Management: Support agencies in implementing and evaluating performance programs and addressing individual performance issues.
  • Compensation Management: Determine eligibility and calculate pay, leave, and other compensation.
  • Employee Relations: Assist with disciplinary actions, grievances, dispute resolution, accommodations, and other employee relations matters.
  • Labor Relations: Provide guidance on negotiations, mediation, arbitration, compliance, and statutory labor-management obligations.

Personnel Action Processing & Electronic Official Personnel Folder (eOPF) Maintenance

  • Manage and update personnel actions in FPPS.
  • Maintain Official Personnel Folders electronically in the eOPF system HR Systems Administration.

HR Systems Administration

  • Administer HR systems; manage user access and troubleshoot issues.
  • Implement system enhancements and streamline HR processes Personnel Security & PIV Card Processing (Available as a stand-alone service or included in the full HR service model).

  • Fingerprint & Background Investigations: Process and adjudicate investigations for suitability and security clearances, per OPM regulations.
  • PIV Card Processing: Manage PIV card issuance in USA Access as Initiator, Sponsor, and Adjudicator; serve as agency liaison with GSA for card and system issues.
