Steven R. Brand, IBC Director (Washington, DC)

Steven R. Brand serves the IBC Director. In this role, Steven is responsible for leading the delivery of shared services to support Interior offices and bureaus, as well as over 150 other federal agencies. He oversees a workforce of 700+ personnel charged with the mission of providing business support services to client agencies so they may focus on achieving their missions.

Adept at strategically aligning complex portfolios of customer requirements, Steven has deep knowledge and extensive experience in leading federal business operations, ensuring sound operating principles and practices are consistently applied across the organization, to meet customer and stakeholder needs. Renowned for championing innovative solutions, Steven joined IBC from the Department of Energy (DOE) Office of the Chief Information Officer (OCIO), where he served as the Deputy Chief Information Officer for Resource Management. In that role, he led OCIO’s financial management, human resources, and acquisition functions. There he oversaw the execution of DOE’s telecommunications shared services and drove the novel acquisition strategy for the recompete of DOE’s critical multi-billion-dollar shared services IT and cybersecurity blanket purchase agreement.

In previous roles, Steven has led IT acquisition and procurement policy for the Internal Revenue Service, ensuring the effective and efficient execution of nearly 7,000 contract actions, worth nearly $2B, annually. As the Director of Procurement Policy, he managed a portfolio that included leading policy development and ensuring compliance with the Federal Acquisition Regulation (FAR) and agency procurement policies, as well as management and oversight of small business engagement, contract quality assurance (for over $2B in annual contract actions), contract cost and price analysis, risk management, and strategic oversight of the Treasury Acquisition Institute (TAI). In this role, Steven was awarded the Gears of Government Award, in 2019, for supporting the President’s Management Agenda, through exceptional delivery of key outcomes for the American people, specifically around mission results, customer service, and accountable stewardship. Steven led the elimination of over 800 pages of undue, redundant, and conflicting IRS acquisition policies (a reduction of approximately 55%), thereby streamlining acquisitions and significantly lowering risk.

Steven joined the IRS, after serving as the Deputy Director, Business Administration for the Army Information Technology Agency (ITA). In that capacity, he provided leadership and guidance for a broad scope of functions, to include acquisition management, financial management, and human capital management. At ITA, Steven’s portfolio also included oversight of shared services funding and the provision of data and voice telecommunications for both government and non-government tenants of the Pentagon. He also served as the Deputy Director of Budget, Finance and Acquisition (BFA), for the Department of Homeland Security’s Office of the Assistant Secretary for Cybersecurity and Communications, overseeing a budget and annual acquisitions of approximately $1B; and he served as the Director, Acquisition, Plans and Resources for the Office of the National Communications System (NCS).

A graduate of the Department of the Treasury’s Senior Executive Service Candidate Development Program, Steven also holds multiple certifications in financial management, federal acquisition, and systems engineering, and he is a graduate of the Harvard Executive Fellows Program. He holds a PMP certification, has undergraduate degrees from The Ohio State University, and a master’s degree in computer science from the Naval Postgraduate School. After two decades of service, Steven retired from the United States Marine Corps to continue his service as a federal civilian.

Jennifer Ackerman, IBC Deputy Director (Washington, DC)

Jennifer Ackerman is IBC’s Deputy Director, providing executive leadership to further strengthen our efficient and effective operations across our shared service areas of assisted acquisition, financial management, and human resources/payroll.

Prior to joining IBC, she served as the Director of the Office of Human Capital (OHC) and Deputy Chief Human Capital Officer (DCHCO) for the Department of the Interior. In this role, she oversaw the Department’s human capital programs, including Executive Resources, Strategic Human Capital Planning and Evaluation, Talent Management, Human Resources Information Systems, and Workforce Relations.

Before joining the Department of the Interior, Jennifer was DCHCO at the Peace Corps, a Senior Manager at Deloitte managing a variety of projects including the Transportation Security Administration Personnel, Payroll and Benefits Shared Service Center. Prior to Deloitte, she was the Director of Human Capital Policy at the Department of Energy and served as the Project Manager facilitating the transition of 18 independent human resources offices to four Shared Service Centers. Much of her time was spent in the Department of Defense as a Human Resources Director and other Civilian positions after leaving the military.

In the military, she served as an enlisted flight medic during college in the Army Reserves before being commissioned as a Medical Service Corps Officer, ultimately departing active duty at the rank of Captain. She holds a bachelor’s degree and a Master of Business Administration from Georgia State University. She also attended the University of Virginia Navy’s Corporate Business School and the Office of Personnel Management’s Federal Executive Institute’s Leadership for a Democratic Society program.

Matthew (Matt) Costello, Associate Director, Enterprise Management (Washington, DC)

Matt Costello is the Associate Director for Enterprise Management and Chief Financial Officer of the Interior Business Center. Matt has been with IBC since 2017, and with the Department of the Interior since 2001.

Beginning his federal career as an Ethics Advisor in the Departmental Ethics Office and Associate Deputy Ethics Counselor for the Assistant Secretary for Indian Affairs, Matt also served as Ethics Counselor to DOI’s senior political leadership. Matt moved to the Office of Collaborative Action and Dispute Resolution serving in various roles including CADR Director. Matt led the development and implementation of the Department’s Organizational Ombuds program and support for public private public engagement and environmental collaboration efforts including the Extractive Industries Transparency Initiative and No Child Left Behind Negotiated Rulemaking for native schools.

Matt also served as Chief of Staff to the Deputy Assistant Secretary for Technology, Information and Business Service leading the reorganization and rebranding of the then National Business Center to the Interior Business Center, as well as the Department’s IT Transformation efforts to centralize core IT functions. Matt also served as the Department’s Open Government lead and worked on the renovation of the Morris K. Udall Building and the creation of the Fingerprints Child Care Center.

In the summer and fall of 2016, Matt served as the Department’s lead in its response to several high-profile accusations of sexual harassment and workplace discrimination. Matt led the Department and a multi-functional SES team in the development of the Department’s survey on harassment and discrimination, development of a mandatory single day in person training for all Departmental Senior Executives, development of a Department contract for independent investigation of allegations of harassment, and coordination of bureau and departmental antiharassment and discrimination policies. 

Matt is a graduate of the DOI’s Senior Executive Service Candidate Development Program, and lives in Washington, D.C., with his wife Julia and two sons Jackson and Turner.

Sharon Roberts, Associate Director, Acquisition Services (Herndon, VA)

Sharon Roberts is the Associate Director of the Interior Business Center’s Acquisition Services Directorate. Her responsibilities include the oversight of a wide range of mission critical acquisition support services.

Sharon brings an extensive background in leading federal personnel and acquisition programs, to include leveraging innovation and technological solutions to improve organizational and program performance. Sharon’s distinguished professional career includes dual service in a civil service capacity while at the same time serving as an Officer in United States Army Reserve. Although retired from the US Army Reserves, she continues her public service dedication as a federal civilian. Sharon first joined IBC more than eight years ago, as AQD’s Deputy Associate Director and Bureau Procurement Chief.

Sharon has been supporting and leading federal acquisition, business operations, information technology, and human capital programs. In addition to serving within the Department of Interior, she has served within the Department of Defense, and the Department of Justice. Sharon has earned two degrees in the field of Aerospace and most recently completed a degree in the Executive Leadership Program from George Washington University.

Brent Stevenson, Associate Director (acting), Financial Management (Lakewood, CO)

Brent Stevenson is the acting Associate Director of the Interior Business Center’s Financial Management Directorate. His responsibilities include the delivery of accounting operations, financial systems implementations, travel, charge card and other services to over seventy customers throughout the Department of the Interior and external government agencies.

Brent began his professional career in a public accounting firm as an auditor and later joined the federal government working for the Defense Finance and Accounting Service (DFAS). Brent joined the IBC in 2011 and has worked in several supervisory roles within the Accounting Operations Services Division as well as in FMD’s Program Support Office. Prior to becoming the acting FMD Associate Director, Brent served as the FMD Deputy Director, providing operational support for FMD’s 17 service lines for over 4 years.

Brent holds a Certified Public Accountant (CPA) certification as well as a Bachelor of Science degree in Accounting and Master of Science in Accounting degree from Ball State University.

Keith O’Neill, Associate Director, Human Resources (Lakewood, CO)

Keith O’Neill is the Associate Director of the Interior Business Center’s Human Resources Directorate. His responsibilities include the oversight of the full breadth of Human Resources services.

Keith joined IBC from the U.S. Coast Guard where he served as the Head of the Contracting Activity (HCA). In this role he had functional responsibility for over 600 civilian and 500 military personnel throughout the United States and abroad, who executed over 20,000 actions and obligated over $5 billion per year.

Prior to this role, Keith was with the IBC as the HCA and Associate Director for Acquisitions Management in Herndon, VA from 2012 to 2021. In this role, Keith oversaw an organization of approximately 400 federal employees and contractors in multiple locations, who executed over 9,000 actions, obligated over $2 billion, and generated over $65 million in revenue. He served as part of the IBC’s Executive Leadership Team and was the Acting IBC Director when the COVID Pandemic began.

Keith has extensive experience with full cost-recovery at the IBC, as well as leading organizations through transformative change with a focus on driving business results and organizational success. His prior executive experience with the IBC gives him a strong understanding of the role and challenges of leading in a Shared Services environment, and the importance of the work we do for federal customers across all three branches of government. He has demonstrated success in leading and developing people, problem solving, and leveraging technology in support of organizational missions.

Keith held prior roles in contracting and procurement with the U.S. Coast Guard, National Transportation Safety Board, and Department of Transportation, as well as working as an Economist and Market Analyst with the United States Postal Service. He holds a Bachelor of Science Degree in Economics from George Mason University and a Master of Business Administration Degree from George Washington University.
 

Jeffrey (Jeff) Miller, Chief of Staff (Washington, DC)

Jeffrey Miller joined the Interior Business Center in November 2024 with almost 29 years of prior federal government experience. Much of his public service has included leading administrative operations, operational planning, strategic planning, internal controls, enterprise risk management, workforce planning, audit liaison, grantee satisfaction, employee engagement, data modernization, and a variety of other responsibilities.

His public service has included various roles at the Federal Emergency Management Agency (FEMA), Federal Transit Administration (FTA), Federal Motor Carrier Safety Administration (FMCSA), Federal Highway Administration (FHWA), the United States Capitol Police (USCP) and the U.S. Department of Education. 

Some of the highlights of his federal career have included leading the operational planning for a Presidential Inauguration, leading federal intergovernmental affairs in New York City after the 9/11 attacks and helping agencies transform and mature their missions through robust strategic plans. 

Jeff holds a degree in political science from Bridgewater College and a master's degree in government from Johns Hopkins University. He is a graduate of the Federal Executive Institute and holds an executive certificate for Organization Development and Change Management Leadership from the Institute for Transformational Leadership at Georgetown University.
